March 31, 2025 – Las Vegas, Nevada - On March 5, 2025, the Northern Terrace Homeowners Association Board of Directors and its managing agent, CAMCO (Complete Association Management Company), posted unredacted December 2024 financial statements that publicly disclosed sensitive personal information for a majority of the association’s homeowners.
The document, accessible to the entire membership, included homeowners' names, property addresses, CAMCO account numbers, and account statuses—such as delinquency, pre-intent to lien, collections, bounced checks (marked as “bad debt”), and late fees—along with other personal data collected by the HOA.
After reviewing the document, I couldn’t help but ask: Why is this information being made public? The only plausible explanation appears to be an attempt to shame homeowners into compliance—possibly as a deflection tactic ahead of backlash at the Budget Ratification Meeting regarding the 25% assessment increase.
This egregious breach of privacy stands in direct contradiction to the promises of transparency made by current Board members James Klosty, Audrey Romero, Lori Spredeman, Ped Palmer, and Samuel Ever. Directing management to release personal homeowner data is a serious violation of trust and a clear overstep of their authority.
Former Board member Ben Pepa had previously warned homeowners—only to be dismissed and ridiculed by both fellow Board members and some attendees. During open meetings, Mr. Pepa disclosed serious concerns, including checks issued with unauthorized signatures, mishandling of over $600,000 in funds, unannounced Board meetings, and other questionable practices. When he called for an investigation and forensic audit, the motion was denied, triggering an investigation by the Las Vegas Metropolitan Police Department’s Financial Crimes Unit. That investigation was stymied due to CAMCO’s lack of cooperation.
It’s worth noting that three of the five current Board members were not elected by the membership. They were hand-selected by Mr. Klosty and Ms. Romero, reportedly for their “investigative experience” and prior Board service—an appointment announced during the November 12, 2024, Board meeting. However, under NAC 116.405(1) & (2), conducting investigations or acting as Collection Agents is not a legal duty of any HOA Board. Publishing personal information in this manner directly violates NRS 116.31175 and NRS 603A.220, which govern data protection and privacy.

And now, rather than take responsibility, it’s likely they will shift the blame—onto an assistant, a prior board, or anyone but themselves.

I urge homeowners to review this evidence before it’s removed. Don’t let a serious data breach and violation of your privacy be swept under the rug.
File an official complaint with the Nevada Real Estate Division, Ombudsman's Office for CICCH/HOAs by filing a Form 530 against the Northern Terrace Board of Directors releasing privileged and confidential homeowner records and accounting on the internet and Form 514A against the Community Manager from CAMCO for their participation in this attack on homeowners. (NRS 116.31175(4)(b)).
The process is detailed in this slide deck on their training website. You must cite relevant alleged violations of state laws from NRS 116 in your complaint and each complaint has to be a separate filing. You will need to send this first to the respondent (HOA Board or Community Manager) and wait 10 days before filing with the Nevada Real Estate Division. A response from the respondent does not prevent you from escalating this complaint to the Division for investigation and/or Commission Hearing.
Notify the Office of the Attorney General of this data breach which the Northern Terrace Board of Directors and CAMCO to date, have failed to disclose to the membership as required by law (NRS 603A.220).
Notify your local state senator, media outlets and share widely this blatant disregard for confidential records leaked by the Northern Terrace Homeowners Association Board of Directors to coerce those who may be suffering financial hardship by embarrassing or shaming them within the community much like is done on many unofficial Homeowners Group pages on Facebook.
Homeowners are encouraged to comment during the next Northern Terrace Homeowners Association Board Meeting held April 3, 2025 at 6:00 PM at 7610 Silver Run Peak Drive or via Zoom online during the second homeowners forum which allows discussion or comment on any topic.
Each homeowner will be allowed three (3) minutes for comments/questions. This session will be limited to a total of 30 minutes. Due to electronic meetings, it is recommended that any comments, questions, or concerns for the Homeowners’ Forum be provided in advance to Management in writing to ensure the item will be reviewed during the meeting.
Agenda for the April 3, 2025 meeting is available from Management or on the CAMCO Nevada Resident Portal. Homeowners are encouraged to educate themselves and speak up about this serious breach of homeowner trust by Northern Terrace Board of Directors and CAMCO.
